2) What are the taxes while buying a property?

Attention! Starting from January 2007 taxes for property registration in Ukraine have changed. At present time while signing purchase and sale Agreement the following taxes are to be paid:
Flat: owning apartment up to 100 m2 in size and under condition that owner is selling flat first time in the year – 1% government tax plus 1% pension fund. If the flat is for sale second subsequent time in a year – 1% government tax, 1% pension fund plus 5% gain tax. If the flat is for sale first time but its size is more than 100m2 so 5% gain tax is to be paid from the area more than 100 m2.
Plot: 1% government tax plus 5% gain tax.
House with a plot: if a house is up to 100m2 and the owner makes first sell in the year so – from the cost of the house 1% pension fund plus government tax and from the cost of land 1% government tax.
3) What are the costs of keeping the property?
These expanses can be divided into three category:
a) payment for the communal bills – water, gas, electricity.
b) municipal payments – even if nobody lives in the apartment still the small amount of municipal payments must be paid. This payment depends on the quantity of square meters of the property and on the city. For example for today averagely the annual municipal payment for the property with an area of 45m2 includes 19 USD.
c) the payment for the land - for today in Ukraine it is very small and also depends on the plot size and region. For example the 1500m2-plot near Kiev needs to be paid 20 USD per year.

4) What land can be bought?
The land with building purpose usage. Not farming and agriculture land.
5) What means “not privatized”?
The land for permanent usage but not owing.
6) What is the standard process of purchasing?
First step is signing the preliminary agreement, the second – notary agreement. It takes 30 days between two procedures.
7) How much money (cash) could be brought and how to transfer the rest one?
You can bring 10000USD with yourself. Then the foreigner can open an account in bank and send the rest of money.
8) What is necessary for opening an account?
Your identification number and your passport.
9) How to buy an agricultural land?
You need to open a company, which can be nonfunctional, but registered. This company then will be permitted to buy the land
10) Is “mortgage system” of financing for foreigners in Ukraine possible?
It is possible only when a foreigner works in Ukraine and has a certificate about high salary level. We would better suggest to use it in your country.
11) How to get an identification number in Ukraine?
It can be done by two ways:
a) remotely – we send the bank requisites, power of attorney agreement and power of attorney letter by e-mail to the client, who wishes to obtain a code. These bank requisites will be transferred to our account. This money will be returned from our commission in the case a foreigner will buy a property using our company. Power of attorney letter must be filled and obligatory certified by the notary of the country of a client. As well it must be apostilled. Power of attorney letter must be filled, the living address must be indicated. The document must be signed on every page and sent to us by e-mail together with certified power of attorney letter.
As well you have to send us copies of your passport (it can be sent to us with other documents mentioned above by mail or can be scanned and send us by e-mail). The code can be received in 6 days.
b) visiting – the foreigner comes to Kiev and together with the representative of our company goes to the notary office, where the power of attorney letter will be certified. It will take 6 days or even less.
12) What are the best regions for the investments?
These are definitely Kiev, the Crimea and Carpathians. It is possible to find a reasonable price property in these areas.
13) How to organize the remote purchasing of the property?
Our company provides service of remote purchase. In this process, you authorize us to act on your behalf. 5% of the purchase price is sent to us immediately and sale agreed with vendor. Sending your deposit starts the legal process, with attendant costs, and your deposit will not be refundable if you decide not to proceed, for whatever reason, So, be sure that you wish to purchase. Also, please do not treat the Remote Purchase deposit as a "property holding" tactic. We spend a lot of time doing the initial checking of documents and drawing up of the Preliminary Contract - work for which we will not get paid if you do not proceed (the seller gets the deposit in full, not our Agency).
If the sale falls through due to actions other than your own, such as the seller not proceeding or the solicitor terminating the process as he's not 100% happy with the documentation, then you will receive a full refund of your deposit. We don't deduct any costs, but refund in full.
Lastly, it's worth mentioning that many of the very cheap Ukrainian properties are not up to "Western Standards" and will need work doing on them. Typically, this could include installation of internal WC and new bathroom, and fitting a kitchen, plus various other works. Such costs are, of course, very much reflected in the amazingly low prices.
Definitely you can buy property remotely at once, but our company suggests to all our clients that they should better come to Ukraine and see the property before they buy it.
14) What are the legal implications while purchasing?
The process of purchase can be done in the following way: first of all you must get your identification tax code which is to be received only once and is necessary for buying any property on the territory of Ukraine. Meanwhile our notary will be checking all the papers. Than it would be desirable for you to come to Ukraine to see the property by yourself and to sign the preliminary agreement with the owners. This agreement will fix the property’s price, term of signing the final notary contract (usually it’s in 10 or 20 days) and deposit sum. After signing the main notary contract and paying the rest sum you receive the certificate about state registration that will fix you as the direct owner of this hotel.
